A major complicating issue is the fact that train units are strongly restricted in their movements by the railway infrastructure. Another characteristic is time as a restrictive resource for shunting. Scheduling the rolling stock is beyond the scope of this paper, and we assume a solution to this problem is available as input to the TUSP.
