Sure, when you pop Simulacrum. So Shadowhook is better for elite killing/GR pushing most likely. But I would presume that a basically-static no-cooldown 200% bonus would be better (or at least pretty close) for non-pushing runs, as compared to ~150% static with a burst to 300% on a long cooldown.
